Jacek Pluta

A sociologist, local government official, and public policy researcher. Since 2019, he has served as Deputy Director of the Department of Social Affairs at the Wrocław City Office. He oversees the Health and Social Affairs Division of the Wrocław City Office. From 2019 to 2025, he was responsible for coordinating the city's cultural policy, developing mechanisms for institutional and intersectoral cooperation in the cultural sphere. He collaborated with the Wrocław Culture Group, among others, on organizing the Wrocław Congress of Culture and co-authored the document "Diagnosis of Wrocław's Local Government Cultural Landscape." He is involved in fostering cooperation between the city and non-governmental organizations and auxiliary units. From 2019–2021 and 2022–2025, he chaired the Team for the Reform of Wrocław's Auxiliary Units.

Concurrently, he is affiliated with the University of Wrocław, where he has worked as an assistant professor at the Institute of Sociology since 2000. His academic work focuses on quality of life, the labor market, self-employment, disability, and more broadly – the sociology of knowledge, culture, urban studies, and entrepreneurship.

He is the author, co-author, and leader of numerous research projects and analyses, including: "National Study on the Situation, Needs, and Opportunities of Persons with Disabilities," conducted in 2009 on behalf of PFRON by a team led by Prof. Dr. Habil. Anna Izabela Brzezińska from the SWPS University Institute of Psychology. Other projects include "Wrocław Social Diagnosis" (editions 2010, 2014, 2017), "Functional Analysis of Wrocław's Districts" (2015), "Succession Strategies of Polish Family Businesses" (2012–2013), an evaluation of the European Capital of Culture Wrocław 2016 program, and the project "Model of a Local Service Center as a Tool for Shaping Territorial Cohesion in Urban Areas" (2019–2020). He is also a co-author of the city's strategic documents, including the "Wrocław 2030 Strategy," the "Culture-Present! 2020+" program, and a participant in the work on the "Wrocław 2050 Strategy."
